You do not understand, KTC.
Wall Street is NOT responsible for 'taking care
of the markets'. The denizens of Wall Street
are there to make money.

A gambling casino is not there to 'provide a place
for gamblers' . . . no, the casino is there because
the operators expect to make money. The joint must
appear to follow certain rules and the government
is supposed to provide proper regulations etc. etc.
but in the end the casino operators are there to
make a buck.

Similarly, Wall Street is there to make money. Like
the 'house' they make their money as a percentage
of the 'dealing'. The 'market' must operate with
acceptable rules and thieves need to be punished.
Like the casino, the government makes rules and
regulations designed to ensure 'fairness' and that
thieves can be properly punished.

But Wall Street itself is NOT there to 'take care
of the markets'.

(Why do you think we have the Securities and
Exchange Commission?)
