Well, guess what, killthecat ... for 3 years, now, Harry Reid has made no movement to cooperate in coming to any kind of resolution regarding a federal budget. So, no matter how you want to slice it ... or wordsmith it ... Reid has intentionally thwarted the requirements of the Congressional Budget and Impoundment Control Act of 1974. The U.S. Senate is in violation of the April 15 deadline because they have made absolutely no effort to even start a resolution process with the budgets that were submitted by the House of Representatives. Therefore, April 15 is the operative date by which the U.S. Senate has failed (an intentional failure by Reid) to act in accordance with the Act.
