Hi Alea.......

So the government takes the deal now when interest
payments are at historical lows..........what happens
when the debt is rolled over & interest is much higher?

Well, then the governments should be taking the deal available now as the interest payments are miniscule on a relative historical basis.

Not sure why you say principal is never paid back. The total value of debt relative to the total size of the economy waxes and wanes. Before Bush came along, Greenspan was complaining that the US faced a problem because the country had so little debt: Bush sure fixed that.
