After many years, the UK discovered it had a problem with the way its newspapers were operating.
A sequence of enquiries was set up, first through parliament, then using a non-political judge.
The problem gets fixed.
Same should be possible in the US with its financial institutions. But it doesn't happen. The sense that there's a higher sphere than political horse-trading (which is concerned with managing influence and ethics) doesn't translate, from a procedural viewpoint.
Conservatism. You cannot get rid of the problems you have inherited.
