...why not? If they wins they get huge bonuses for being brilliant, and if they lose, Obamba gives em they moneys back cause they too big to fail.

Banks should not be trading derivitives. Their investments should all be relatively safe such as government T-Bills, etc. Most of their money should come from loans on cars and houses or the occasional bussiness laon. They do not need to be buying lottery tickets.
