ribit, on CNBC earlier there was mention of a fellow who became an American and became rich. He is now a citizen of a South American country because they do not tax dividends and interest.

...taxes have been used for ages to effect behavior. There are programs that give tax breaks to folks who hire veterans or long term unemployed or minorities. There are unintended consequences to raising taxes. Sometimes and increase in a tax rate can reduce tax revenue because people can and do modify their behavior as a consequence of the new tax rate.
