you do see how tautologically illogical that is:

because out migration lowers tax revenue was the argument, so lower tax revenue "will continue to reduce the ability of both the private and public sectors to ensure Illinois’s economy becomes strong and vibrant"

so you should lower tax revenue?? so you ned to lower tax revenue to be strong or else you will have lower tax revenue and be weak.

And in the year SINCE that was written, well, all there crap has turned to mold.

Get current man, and for heavens sakes make the boiler plat make sense.

If all th eold people go to forida, spose they need fewer teachers. Good point. And Texas, well, they do well in attracting federal governmental money, can't really form the basis of a system absent gov or tax ... they get most of it.
