I am now feeding; therefore, the fixing consideration.
Additionally, with all the rat poisons the playing field is not as level. For example, I was tired of the rat poop in my attic so I poisoned and they keep coming; therefore, the cat wasn't up to the job. I could fix the entrance to the attic, but given the human access difficulty I'm slow to do so.

In the world of unregulated freedom, doesn't the market decide?

I'd have thought that only if you feed, you fix. Ownership develops obligation along with responsibility.

If you take away a cat's genetic purpose, you are removing something beyond its potential suffering. But you are returning nothing in the bargain.
