Well, if these mental pygmies are out there searching for bomb-making materials or ready-made bombs, then I'd say a little enticement to "purchase" them from law enforcement is very much in order. Showing up on their doorstep, uninvited, and trying to strong-arm them into buying bombs seems somewhat far-fetched if they hadn't already made it known that they were in the market for such weapons.
