What I was alluding to was that if someone is following another person, and that first person is carrying a gun, and later an altercation breaks out resulting in someone being shot, why are you surprised that people would refer to the person with the gun as a probable 'aggressor'?
I'm sorry - I think something was lost in translation.
If Florida considers following someone a form of aggression, and you believe that it is especially so if the follower has a firearm, then many people in Orlando - who are legally carrying a concealed wepon and/or firearm - are actually committing a criminal act, if they end up following someone.
