...I took another look at this "report". It's full of typo's, redactions, there are sections which are unreadable and no signature or seal anywhere that I could see. Reminds me of Obama's Birth Certificate. Same guy conjur up both forms???

The police try to describe the body based on a look-see to avoid mixups later down the line. The intitial incident report is just that - A report based on the initial discovery.
