I thunk the GSA was in bidness to see to it we got our moneys worth when taxpayers money got spent.
...but once an organization is formed, it develops it's own goals which are "survival and growth". Once these goals take over, the original goals become irrelevant and forgotten. Achieving the stated goals would often endanger the actual goals.
