...the alleged perp David Baltodano looks like he might possibly be (shudder, dare I say it) "Hispanic".

Local authorities are telling us that Baltodano is from Nicarauga and his papers are not in order. I betcha if we give him a couple of years and a room full of monkeys with typewriters he can come up with a birth certificate.
