Sounds more like a management problem, they weren't up to speed to train and utilize the local workforce… But that's the way of bean counters, blame everyone else!
I had a negative experience with one of Obama's ridiculus, stimulus-driven moves of a company to Michigan. We had a most-promising, MIT-driven, R&D company here in Watertown, Ma. Obama gave us a pile of money to build a production site in Michigan and hire a bunch of unemployed, know-nothing locals to man it, and we went prematurely into production (no choice if we wanted to keep the Free Obama Money). Of course, the venture is another green energy failure that has been abandoned by MIT.
