So how does GCHQ spy on it's citizens as the new bill
proposes.... if it's citizens are using hardware encryption?

One small point that arose in an email exchange.

There's one view out there - let's call it the patriotic view - that the mandate is essential because it will protect the US military and government assets from harm.

The cactus view is that the US government and defence system is a stepping stone. The purpose of using TC solutions is to create a trust matrix across the entire global network: this gives everyone far more effective security; it augurs in an era of robust identity and the uses which may be associated with that; and it transforms the internet environment into a reliable and less hazardous medium of information property use, exchange and storage.
