But if they are the same the Notice states that the reason for sole source is that they are the only expert (because they are the vendor) of the management solution, which would be the latter of the two you described, that is solve a Wave specific application as opposed to solve a vendor neutral application.

They sound pretty similar. Perhaps the engineering work involves moving stuff to Linux.

Without checking back, I don't remember reading the first piece as excluding TPMs - just that not all the detail was present. I am pretty sure these are the same thing, just described from two different angles.
