LETTER OF REQUEST AND MOTION TO REQUEST THE CENTRAL AUTHORITY
OF FINLAND STAY ITS DECISION DURING THE PENDENCY OF THE MOTION TO QUASH
I. Introduction
On March 12, 2012, third party Nokia Siemens Networks Oy (“NSN”) moved to “quash”
Complainants InterDigital Communications, LLC, InterDigital Technology Corporation, and IPR
Licensing, Inc.’s (collectively “IDC”) Letter of Request for international judicial assistance and
asked that the Judge notify the Central Authority of Finland that, under Ground Rule 1(k), any
measure to enforce the Letter of Request to NSN is automatically stayed while this motion is
pending. Third-Party Nokia Siemens Networks Oy’s Motion to Quash InterDigital’s Letter of
Request and Motion to Request the Central Authority of Finland Stay Its Decision During the
Pending of the Motion to Quash (Motion Docket No. 800-055) (“Motion”) For the reasons set
forth below, the Commission Investigative Staff (“Staff”) opposes NSN’s Motion.
