It looks to me like the Republicans and big business want the efforts left up to them so they can go ahead and not spend any money on it while giving it the usual lip service. Doesn't sound good to me.
There's bipartisan support for cybersecurity, but surely the details will cause delays. But I don't think this will stymie the adoption of TPMs by the DoD. Use of TPMs and support software is surely within their powers.
