ribit, I disagree, I do not support the notion that federally funded institutions provide care for child birth for the first child, but withhold it for the second. That's called China. In our more pluralistic society, I believe it is within federal providence to make rules prohibiting the cherry picking of medical benefits for birth control (Georgetown) or second children (Peoples Republic of China).

The majority of them believe it should be a covered expense.

...yer missin the entire point. It's not whether or not it should be covered. IMHO, it is a good idea and if I was the King of an insurance company, I would cover it. I believe it is a good idea, but just because something is a good idea does not mean that it should be law.
