The director of the FBI told Congress that he wasn't sure if it was ok for the president to have an American  citizen  killed inside the United States.  He said needed to check on that.
The secretary of defense told congress that the military would seek permission from the international community before using military force.  Then  he would inform congress on what they were going to do.  Said he Would not need to ask congress for permission.
