where did the rest of the money go?

Oh never mind. Everyone knows Detroit is just another run into the ground bastion of liberalism that failed.
So what if a few hundrd thousand dollars have been vaporized into somebody's pocket? Happens all the time with the Dems.

A cursory look at the city will tell you how that has been working out for them.
