Social safety nets are cheaper than jails and civil war.

...here in the south, we had the ultimate social safety net (cradle to grave care) but the civil war put an end to it.

Are they now?
The third alternative is to 'force' them to go
to work and pay taxes - helping to support the
necessary levels of government.

The biggest problem with 'social safety nets' is
that they encourage folks to not work and live off
the labors of others.

(Once upon a time new york city bankrupted itself
trying to provide welfare for everybody.)

Welfare should be done at the local level.
