There is a whole lot of 'depends' going on . . .
(And I don't mean your undergarments.)

If the economy is suffering from a lack of investment
capital, then cutting the capital gains tax rate
will free up capital and result in an improving
economy.

But, today, America's corporations are sitting on
mountains of extra cash. I don't think a Capital
gains tax cut would help here.

Likely because rich people who, unlike the rest of the country, benefit from those supply-side tax cuts, are paying them to stay in denial.
