President Barack Obama released his $3.8 trillion fiscal year 2013 budget on Monday, projecting a fourth straight year of $1 trillion deficits. The budget aims to use war savings and a tax increase on upper income Americans to fund an ambitious domestic agenda, including a $476 billion transportation and infrastructure plan. The blueprint is expected to go nowhere in Congress during a presidential election year.
