My understanding is that that part of this bill which "...also freezes the pay of members of Congress" isn't quite what it sounds like. It's only a 'recommendation' since the mechanism that sets the annual adjustments in Congressional pay has been taken out of the hands of Congress so as to give the appearance that they "can't vote themselves a raise". It's an automatic scheme, based on an annual 'cost-of-living' calculation that was set up expressly so that Congress could NOT mess with it, one way or the other. This bill, while it will have the advertised effect on the average federal employee, will only be treated as a 'sense of Congress' by the people who administer the pay of Congressman. They could very easily ignore the 'recommendation' and this would NOT be seen as being in conflict with the actual provisions of the bill.
