It is part of The Supplemental Nutrition Assistance Program (SNAP, which was in the The Food, Conservation, and Energy Act of 2008 (Pub.L. 110-234, H.R. 2419). The Act was vetoed by President Bush, but the veto was overturned by the Democrap Controlled house and senate and became law.
Of course, bush probably was OK with the food stamp part of the bill. He was a liberal.
