[i]"... a Small Business contract to Wave Systems Corporation, 480 Pleasant Street, Lee, MA 01238, for services to provide engineering support to PM FBCB2-BFT missions to maintain, upgrade and enhance the quality of the FBCB2 system performance. Wave Systems Corporation has the engineering expertise, a Certification of Networthiness, and is the sole owner with proprietary rights to the Wave Management Software needed to access the encrypted hard drives."

They already have the hardware and Wave software? They don't know how to use it or it's too difficult to use or doesn't work correctly? Why do they need "engineering support" to use the drives and software they already have? Didn't it come with instructions?
