Sounds like a desperate act. I wonder how long until Penney's is another of the stores where I have to learn Spanish in order to ask where the bathroom is.

I have always thought that Penney's prices were ridiculously high, and would only shop there for sales. Now maybe I'll be able to shop there more frequently.

NEW YORK (AP) -- J.C. Penney is permanently marking down all of its merchandise by at least 40 percent so shoppers will no longer have to wait for a sale to get the lowest prices in its stores.
