I wouldn't put much weight on the builders' claims of resistance to earthquakes up to 9.0. Talk is cheap. I remember Japan mocking America's poor construction standards following the Northridge earthquake in 1994. A year later, they suffered far greater damage from the smaller Kobe earthquake. So much for their claims of earthquake resistance!
China may never get that 9.0 earthquake. But if it does, and if it's close to that building, I wouldn't be surprised if the building comes down.
Alaska had an earthquake of around 9.0 in the early '60s. Some buildings moved a quarter mile!
