Not sure if this is a trend or just one company's policy...

My wife just bought 3 small lamps (one for her office and a pair for her mother's room). They were all made by Hampton Bay and in each case, included in the box was a 13w CFL. For the small bedroom lamps, they did indicate that the maximum usable bulb was either a 40w incandescent or a 13w CFL, but for the lamp we put in my wife's office, it was labeled for use with a 13 w CFL with no mention whatsoever of a rating for incandescent bulbs.

Note that I'm unaware of any federal or state regulation which states that lamp manufactures must include CFL's with their products. If that's the case, this would appear to be a corporation taking the initiative on their own, which even the people on the Right should support since this would be the 'marketplace at work'.
