I agree it probably won't in America - but the opportunity appears at the inception of a crisis. Obama, I'm afraid, is too cautious to seize his opportunity, and the Congress is so mad it won't let him anyway.
I also think that many governments are not captive the way the US government is to its lobbies.
Hence, continental European governments have been promoting a global financial transaction tax, which the US also rejects. Presumably under guidance from its financial lobbyists.
The UK currently rejects this tax, but on the other hand, the last PM was one of the first to promote it. The US also opposed it back then.
The US is quite peculiar in the scale of its lobbying industry.
At least we should identify the problems and potential solutions. Otherwise, why bother to discuss things.
