The Clintoon years

extraordinary rendition by the CIA began as a systematic tactic on September 22, 1995, with the capture of Egyptian Abu Talal al-Qasimi, in Croatia, and his transfer to Egypt where he was executed. The term "extraordinary rendition" is never an official CIA term, but it comes to define the CIA's program of snatching terrorist suspects abroad and transferring them without legal process to a third country for detention and frequent interrogation.

Clinton sent people overseas to be tortured.

Reagan grabbed Fawaz Yunis overseas and brought him to the United States for trial.

Yunis was the first person charged under the new federal hostage-taking statute that gave the U.S. jurisdiction over terrorist acts overseas involving American citizens. He was sentenced to 30 years in a U.S. federal prison.
