That kinda depends on the state of the religion.
The difficulty in many Moslem countries is that Islam is entwined with politics in a way religions aren't in the West. So even when they have democracy, Islam's religious leaders exercise considerable control.
Luckily, Western sovereigns and their peoples have, over a long period of time, boxed their religions into a corner; so that the religious folks mostly accept this notion of secular government as in the US, or, as in the UK, of an established church which is absorbed into the state in a way that gives it only a minority influence.
The West had an enlightenment. We have a major advantage.
