I know you rarely hear it here, but the US gives less in foreign aid as a proportion of GDP than most other Western countries. http://en.wikipedia.org/wiki/File:2006_ODA_GNI.png
But perhaps I should be more generous and include the costs of US wars in the foreign aid column.
In fact, thinking about it, a decent proportion of the US non-war aid - instead of being given to countries that are desperate for subsistence - goes to other countries that perhaps might like to buy weapons. Like Israel.
So let's call this kind of aid a subsidy for the US defence industry.
Guns or butter? Guns, of course.
