I thought they already did work part time.

What you have to do is reduce their salary to the point where they need a second job to feed and cloth their families Of course, to make this work you would have to limit campaign contributions and honorarium (i.e. speaking fees earned while in office) to only cover campaign expenses, no personal use. There would also have to a restriction of so-called 'gifts' and considerations (one's man's gift is another man's bribe).

Not a bad idea, since they don't even work half the time.
