The New City Patch reports that the person is sitting on a rope ladder tied off to a van that is stopped on the center of the bridge, and one lane of traffic has been closed.

Two options here.
1. Cut the rope
2. Move the van.

This is about 30 minutes from me.
The Tappan Zee Bridge gets plenty of volume, they must be hoping he jumps so they can open all the lanes...
