Screw them, they have put up a road block at every turn.
And while it may be symbolic, it's working in Obama's favor, at least HE IS TRYING TO DO SOMETHING, for Americans!

President Obama Works Around Congress to Get Help for Students and Homeowners

President Obama announced initiatives this week that would help 1.6 million college students to repay their loans, a million homeowners to meet mortgages and 8,000 veterans to find jobs. The most interesting part of the move is that the president worked around Congress almost entirely in order to get the job done.

“We can’t wait for Congress to do its job. So where they won’t act, I will,” Obama said this week at the University of Colorado-Denver. “We’re going to look every single day to figure out what we can do without Congress.”

The president was able to use his executive authority in all three initiatives, which is likely to anger some members of the Republican party.

“It’s the executive branch flexing its muscles,” said Presidential historian David Brinkley. “President Obama’s showing, ‘I’ve still got a lot of cards up my sleeve.’” 

While the president is making things happen on his own, he can’t appropriate the funds to get it done. Also, the moves can be erased by the courts, Congress or the next president.

“Even presidents sometimes reverse themselves,” says Paul Light, a professor of public service at New York University. “Generally speaking, it’s more symbolic than substantive.”
