Study finds prosecutor turnover 'alarming,' suggests pay changes

A high turnover rate among Wisconsin prosecutors presents "alarming" implications for public safety, concludes a report by the University of Wisconsin's La Follette School of Public Affairs.
The report, based on a survey of past and present assistant district attorneys conducted earlier this year, reaches some obvious conclusions: that many enter the field for a chance to serve the public, but leave within a few years to earn more elsewhere.
Of the approximately 330 ADAs in the state, 146 replied to the survey, along with 30 former ADAs. The survey is included as an appendix to the report.
The report suggests:
* Incentives for those with three to five years of service and then six to 10 years of service to encourage them to remain ADAs
* Merit increases for high performers
* Differentials to recognize local markets and costs of living
