...it wasn't so much that we didn't want the troops prosecuted. It was that we didn't want them prosecuted in Iraqi courts.

Interesting. The failure that *I* heard was a failure to exempt U.S. troops from prosecution for acts committed during the war. Iraq said "Nope. We'll hold them accountable!" Obama tucked his tail between his legs and backed off from the demand.
