...cops have radios. They communicate regularly over them.

I doubt it. The guy who sprayed them walked up, sprayed, and walked away. How would he have known what they'd been told?

Spray is what an officer should resort to before he needs to beat someone's head in with a stick. But before THAT, he should see if he can arrest them without them resisting.

That, at least, is how I hope it works.

Weren't you a cop? Am I wrong??
