The thing that needs to change is the form of compensation. Let the risk-takers have a downside risk. If the CEO not only loses his bonus but gets a negative bonus (let's call it a minus) if the risks he takes fail, it would change his behaviour.
One nit to pick, though. I wish people would stop referring to the money these guys capture as compensation or earnings. It in no way reflects the job they do, which is often failure. This is a frame that needs to change ASAP.
