It appears that there's a proposal in the state legislature which will make college ID's (even those issued by Texas state universities) invalid as a voter ID, despite the fact that these college ID's do include a photo. However, the same legislation would allow Texans to use their state hunting license as valid voter ID, even though it doesn't have a photo.
