...when da gubmint gives you a house to keep up, you will have to let folks live there for free. Every three years they can move out and you have a year to get it ready to be occupied again. It's bound to need windows and doors and a few dozen bullet holes patched up. Not to mention that the copper plumbing is probaly stolen as well as all the light fixtures.
