Okay ... I did a little research and discovered that the denoted year of the federal government's fiscal year is the year in which it ends. Therefore, the 2008 fiscal year for the federal government is October 1, 2007 to September 30, 2008. I thought 2008 denoted the fiscal year October 1, 2008 to September 30, 2009 because that is how tax returns work - the tax return for a fiscal year ended September 30, 2009 would be a 2008 tax return reported on 2008 tax forms. So, you are quite correct, Professor ... the 2008 fiscal year was done before Holder usurped the DOJ ... and I am forced to concede my error. HOWEVER ... I still must point out that the audit report shows the Bush DOJ, on average for 2005, 2006 & 2008, spent $44.63 million per year on such costs, while such costs jumped 165% over this Bush average to $73.3 million for the Obama Administration in 2009.
