I agree re the world viewed from a TCG-style perspective, although I don't quite accept that everyone is signed on and committed to a grand plan - even though such an aspirational plan may have been written. It would solve your timeline issue if they were. But things move forwards slowly as gradually folks come to accept the advantages of a social model and concede a tiny bit of ground they think they own personally.
In the mobile space, for instance, as you know, the consensus on a trust structure hasn't yet been reached. So you can think potentially in terms of years as that conversation proceeds. Or perhaps the market will be fractured.
But may I just point out - I don't think "I want to believe" there is a chip war going on. There is a chip war going on. Intel is trying to gain traction for its microprocessors in the phone space (eg see Google and Intel collaboration on Android platform), and ARM is certainly getting traction in the tablet-PC space. Intel fears ARM's efficient approach. It is going to try to disrupt it. You don't need to take this from me. It is a kind of news which is ubiquitous.
The next question is - how does this affect the hardware trust market?
If every provider adheres to TCG standards, which we all know is about creating a globally interoperable structure between devices of all kinds doing all sorts of transactions and communications (ie what I call the trust matrix), then the war between ARM and Intel is irrelevant to folks like us, pretty much.
But if Intel branches off in its own proprietary direction, then it is not. It may be that Intel will decide to do so if it thinks its survival as an entity is in play. On the other hand, as I pointed out to D&O, there are a number of reasons why I think that is unlikely.
By the way, I came up with the description and concept of the trust matrix (back in 2001/2002, I believe) to which all networks (eg internet, mobile, financial etc) and all kinds of equipment (eg PCs, mobile phones, houses, cars etc) attach partly because it is a great way not to have to use words like ePayment and PKI certificates and virtualisation! That ain't my language, and I will never learn it. Indeed, I've developed my version of the language precisely to avoid it. It's for geeks, and geeks seem unable and/or uninterested in delivering their message as something folks can understand. Indeed, they glory in the complexity. I don't find I understand better by getting granular. My understanding increases by simplification. So that's where I develop my argument.
Back around the time I coined the trust matrix, if I remember the timing correctly, Wave was interested in the smart card market, Wavoids were excited by E2 keyboards and I was teasing them because you cannot fit a PC keyboard in your pocket. I went to a TC conference and was struck by the fact that the different industry participants, who were terribly clever, nevertheless were talking about the same things as if they were unique to their verticals. One lot called their data defense information. Another called it copyright. Another lot called it money. But they had much the same issues.
I realised it's easier to think of an entity that spans the cloud - ie the whole machine and the entire environment - than of its components parts. And that privacy information is essentially copyright information inverted. Lots of hard problems have been solved along the way. I don't know if there are others. I guess there probably are. 
Each to their own, of course. But I prefer to find a term and ignore the detail if I can.
As Wave came to address the marketwide opportunity, so the Wavoids came to see it. But it is no surprise to me that a person on a mobile phone, for instance, might want to communicate with their set top box back home in a trusted manner. I've seen the mobile phone as the user hub of trust for an age. Why? Well, I use my own process to derive the logic: you need a portable tool that is capable of communication and user identification to run the show on the client side. And human beings move around. That's my technical explanation!! We move.
You need another hub of trust within groups of devices/users, and that is where ERAS comes in.
