You know, there is actually a fine Congress has imposed upon its members for being absent. If memory serves me, it has only been levied TWICE . . . in something like 100 years.
Good intent. Lousy implementation. The problem with Congress is that it doesn't police itself very well.

I've pointed out many times that the public is extremely dissatisfied with the President.
You've consistently responded that the public is even more unhappy with Congress.
And, just as consistently, I've replied that the public is ALWAYS unhappy with Congress. More importantly, they're unhappy with OTHER CONGRESSMEN. Generally not with their own.
The implications of this last point deserve further scrutiny.
clo: It matters not a whit if voters are unhappy with OTHER CONGRESSMEN. They don't participate in OTHER CONGRESSMEN's elections. If they are happy with their OWN congressmen - and polls keep telling us that they are - then, on the basis of their dissatisfaction with Congress as a whole, they will not vote for change.
Are you with me on that?
This means that your responses about voter disatisfaction with Congress is absolutely irrelevant. It doesn't affect Congress's composition. And since Congressmen are pretty smart guys, they know this. Therefore, such polls do not affect Congress's behavior.
Dissatisfaction with the President is a very different matter. It is dissatisfaction not with someone else's President, but with our OWN President. The one we vote for.
Voter dissatisfaction with a President generally results in a 100 percent alteration in the composition of the Presidency.
Moreover, a public that is disgrunted with the President often recognizes the hyprocrisy of voting out the President but leaving his political buddies in place. They are, therefore, more inclined to remove them from office as well.
In a nutshell, dissatisfaction with Congress does not tend to causes changes in the makeup of Congress. But dissaction with the President does.
That explains the phenomena of coattails . . . and sweeps.
