The plan is good.

the markets did not go down on the "the prospects of getting it passed on a timely basis without corrupting it with compromise."

They went down because of Europe. they've been doing this since last year with the Greek crisis and every other one like it.

Because I do believe the two are related, reflecting lack of confidence in the plan, the plan's financing, and the prospects of getting it passed on a timely basis without corrupting it with compromise.
