Perhaps if we had not had to fund a couple of expensive, and in at least one case illegal, wars, perhaps we could have had sufficient funds to maintain our nations infrastructure:
And if we had paid attention to Nobel Economist Paul Krugman and doubled the amount of the stimulus, spending most all of it on infrastructure projects, perhaps a few more people wouldn't be sitting in the dark, or be stranded somewhere due to a bridge being washed away or maybe even a few less families morning the loss of a loved one.

The Department of Energy said there are more than half a million blackouts each in Connecticut and New York; more than 400,000 in Virginia; more than 350,000 each in Massachusetts and New Jersey; nearly 300,000 in Pennsylvania.
About a third of the entire states of Connecticut and Rhode Island are without electricity.
