...are hurricanes anything like tornadoes? In Georgia, we have decoy trailer parks to lure tornadoes away from high density population areas.

Hurricanes are more affected by high and low pressure weather systems (blocking highs) which change often than by ocean currents. They are also affected by upper level wind currents which can shear off the tops of hurricanes which also change dramatically. They are also affected by humidity as well which can change from day to day.
