...the fuel efficiency standards are applied to the manufacturer as a whole, not on individual vehicles. What this means is that the manufacturers will stop manufacturing vehicles (pick ups, vans, SUV's) that people don't want and into manufacturing vehicles people don't want. The theory is that you and I will have to buy something, they are just gonna control what is available. It's kinda like a govt planned economy which is what makes most of the socialist countries such "Mahvelous" places to live.
